(MANILA, Philippines) October 18, 2014 – The Philippine Overseas Employment Administration (POEA) has announced that the Overseas Employment Certificate (OEC) is already available for online processing through the Balik Manggagawa Online Processing System. The service is made available for Overseas Filipino Workers (OFW’s) on vacation, rehired, or returning to the same employer, and with existing record in the POEA database. For those who do not qualify from the list above, they will be redirected to the BM Appointment page for regular processing of OEC on a chosen date and time and preferred processing site of the worker.
The Balik Mangagagawa System aims to provide a more convenient and faster processing of OEC or exit clearance to OFWs. The limited time they have in the country will not be wasted anymore in lining up in POEA offices and processing centers to get the latter requirements. Instead, OFWs can just logon to http://bmonline.poea.gov.ph/ to request for their OEC and proceed to the payment process. Over a million OFW’s secure an OEC every year. The POEA estimates that with the new online system, at least 600,000 of these OFW’s will no longer need to physically go to a POEA office to apply for the OEC.
The payment process is done even more conveniently with Dragonpay’s supported payment channels. Currently, Dragonpay supports several local banks and payment centers including SM Payment Counters, Robinson’s Department Store, Cebuana and M Lhuillier, LBC, Bayad Center and GCash. Payments can be made either by over-the-counter cash payments/deposits or through online banking. The processing fee of the OEC is P100.00 and there is an added P19.50 convenience fee.
Administrator Hans Leo J. Cacdac said, “With the new system, a returning OFW can now apply online for the OEC and have the approved OEC printed by him/her anywhere, anytime. With the existing database sharing with the Bureau of Immigration, the updated information of OFWs who have successfully secured their OEC using the system will be automatically shared with the Bureau. This facilitates the validation by the immigration officers at the airport of the OEC being presented by the bearer.”
“Dragonpay is honored to be part of this landmark project that will simplify the lives of our millions of OFW’s abroad,” added Robertson (Dick) Chiang, COO of Dragonpay. “We believe that BM Online will help usher in a new era of e-government services and take the Philippines to the Internet age finally.”
